This log predates the CISP governance protocol. All sessions are classified Tier C — no isolation enforcement, no Technician's Read, no fresh session requirement. The data is preserved as a historical record of the framework development process, not as governed experimental evidence. Do not merge with Tier A or Tier B pipeline data.

Complete record of every model review session in the development of the framework — including null returns, deflections, and responses that contradicted the framework. The deflections and nulls are as informative as the engagements. This log is not curated for positive findings.
